When are Peppers ready to pick?

I live in Nassau County. I am a new gardener this year and planted three peppers plants, red, yellow and sweet frying.

all of the plants are growing nicely with nice sized fruit, but both the yellow and red peppers have grown very large but did not change color. My question is, do the peppers grow to full size green and then change color, or do they grow in color from the start?

I have nice sized peppers, but they are the wrong color! Any advice? Thanks.

They'll change color as they ripen - perplexed me too, first time I grew them :)
