Perennials for Graves

My mother died 2 years ago, she is in the Evergreen Cementary. I would like to plant some small perennials next to the grave stone. You are only allowed to come out 18 inches from the stone and the plants should not obstruct the stone. So I need some plants that are drought tolerant, low growing, very slow spreading. I would like them to flower from late Spring to Fall. I thought about 'Blue-Eyed Blonde' campanula persicifolia and then perhaps some pink and white flowering perennials. But with such a small area and restrictions I am stumped. Please help!

Sorry about your loss. We had some fringe leaf bleeding hearts at the corners of my Mom's stone but they would need to be thinned each spring. Heuchera are beautiful for foliage but they don't flower much.
