What's that growing in the medians of NYC?

I've just returned from a 7 day trip in NYC. I was surprised to see just how beautiful NY was.
While traveling the streets (somewhere near the ferry) I saw what I thought was a rose shrub. It has small red flowers, similar to a rose, but I'm not sure if it's a rose or not. Looked to be about the size of a nickle or quarter. Would love to know what it is and if it would grow in SC.

| It was probably one of the newer dwarf, "ground cover" rose varieties like "Dwarf Pavement", or one of the older dwarf cultivars like "The Fairy". Yeah, they look great, but the can be overused, as happens so often with municipal garden design. Hope you had a great trip! Jim |

| I agree with Jim. I am a Landscape Designer and have done some boulevards in NYC and 'The Fairy' is one that stands up to the elements real well. marg |
