meidiland flopped in rain!

We are finally getting some decent rain, and many plants are loving it , but for some reason my scarlet Meidiland shrub rose has flopped to the ground! It was literally COVERED with buds which were just beginning to open. Now the entire bush has sagged to the round, fanned out from the center!

I have 2 of those butterfly roses nearby, and they are just fine; so is the Pat Austin rose right next to the Meidiland (although I DO have it lightly staked - it bloomed so heavily it started to bend to the ground a couple of weeks ago).

Could I haved been overfeeding? Overwatering? Or is this heavy soaking rain and mist just making the branches too heavy? Should I try to stake the Meidiland up? Will it right itself after the rains, which are forecast to last a few more days?

My fennel (two years old) is about six feet tall, it flopped over. Still lying there.

With all of the rain and the early heat, I'm finding a lot of plants are more "floppy" than I expected. Maybe try giving it some support, so that the canes will mature in an upright position?
