Here are some of my favorites

Shrubs:
Lilac for spring
Buddleia for summer
Sweet Pepper Bush
Roses, Roses, Roses - I'm a sucker for the citrus-scented varieties and for any rugosa

Perennials:
Phlox paniculata David - white flowering kind resistant to powdery mildew
Lavender - any
Nepeta (catmint) - especially when you touch the leaves

Annuals:
Nicotiana - no scent while the sun is out but at dusk watch out
Stock
Scented Geraniums
Sweet Alyssum - smells like pure honey

Vines:
Moonflowers (evening flowering from midsummer till frost)
Clematis paniculata (fall flowering though may take a couple of years to take off)
Sweet Peas (early summer flowering)
Honeysuckle

Also, any kind of herb you can smell as you brush past or when you crush a leaf would be a good addition.

Some of these only release their scent in the evening. I love how the garden changes even throughout a single day!

4 O'clocks also have a wonderful aroma to them, and you get a bonus with them...they seed like crazy, big seeds that are easy to see and pick.

Don't forget Jasmine (sambac) which blooms all summer and can be taken indoors when the weather gets cold. Also, don't overlook the humble deep purple petunia, Purple Madness sends out strong fragrance at night. Good luck with your scented garden!

Thank you all for your suggestions. I went to a Franks in Levittown and was able to get 2 jasmine plants for $13 each. I planted them in pots and they are on my patio. I love sitting out there and the smell is great. Also bought the deep purple petunias and a sweet pea plant which is flowering now also. oh and 2 butterfly bushes.
I treid to find moonflowers at a few places but they all said they would have them sometime in June.

Even though it's the end of the season, I thought I'd suggest that people go to the Fragrant Plant forum and check out the FAQ, it's got a long list of fragrant trees, shrubs and perennials, and one for houseplants for those that need a dose of flower power in the winter!
