2 questions: bulbs & roses

I have a small garden in Brooklyn and have two problems.

1. I planted dozens of bulbs two years ago. Some (but not all) came up last spring. This year I had a few daffodiles, but NONE of my tulips came up. Any ideas? Anyone in Brooklyn have a similar problem?

2. My roses have just developed a yellow spotting on the leaves. This appeared about 2 weeks after I did my spring pruning. Last year they were really healthy and bloomed from June through November - this year they look in danger. Anyone know what this might be and what I can do about it?

the tulips...

many gardeners treat tulips as annuals and plant new bulbs every fall. they are not as dependable as daffodils. you need to decide if planting every fall works for you.

the roses...

sounds like possibly nutrient deficiency. have you fertilized yet this spring? a 5-10-10 fertilizer is recommended when there is four to six inches of growth in the spring. work it into the soil and water in.
