Cold weather - too cold for sowing veggie seeds?

We have a small veggie garden patch in Brooklyn and have not yet planted our seeds because the weather this spring has been so cold. I'm worried that it's getting to be a bit late in the season to wait any longer. But with threats of snow and temps in the low 30s at night, is it too cold to plant the seeds? Would it be best to wait til the real spring weather comes, whenever it comes?

Thanks for any and all advice!

The plants we are planning to grow include lettuce, arugula, string beans, sunflowers, beets, zucchini, etc.

Don't know about the other seeds, but I have sown lettuce,beans and arugula (rocket) outdoors anytime March 31 on with success. I have read several sources that say not to plant anything fragile (like tomatoes) until after May 15. That's the last frost date around here.
