cleaning up winter

when is a good time to start clearing dead vines and last year's dead wood matter out of my garden? can I wait a bit longer?

also, any guides to pruning (young - 2 year old) wisteria, or a rule of thumb on how far to cut back black eyed susan bushes, butterfly bushes, etc?

It's good to start clearing things out before the new green growth starts-in our area right about now or soon. As a general guideline-shrubs which bloom in early spring should be pruned after flowering. Shrubs which bloom later in summer should be pruned in late winter or early spring. Better yet-prune after the bloom! Wisteria should be pruned after flowering and black eyed susan can be completely cleared for new growth. Butterfly bushes can be pruned in late winter-early spring. Guidelines are to prune 1-year-old wood back to a few buds and to remove all 2-year old wood to allow for new growth. A tip from a friend-adding coffee grinds to butterfly bushes helps the bloom!
