any such thing as 'root killer' to prevent from clogging drains?

I have an all-cement yard with a drain built into the floor of the yard. With a combination of soil from my potted plants sometimes falling out onto the floor, and then being washed down the drain, along wiht the occasional leftover bird seed also falling onto the floor and then down the drain, I am wondering if there's such a thing as root-killer or whatever... something I can flush down the drain every now and then to prevent things from germinating down there. It is a problem for me, as the drain got clogged once, and I discovered there were all these little roots. I have since been alot more diligent in cleaning up the floor of my yard, and I've added fine netting over the drain to prevent dirt and seeds from going down there, but still, stuff makes it down there.
