Dates for sowing seeds/planting out in Brooklyn?

I have a part sun/part shade garden in Brooklyn and am wondering if anyone has a sense of a safe date for sowing seeds outside? I've got poppies, lupine, penstemon and a number of other seeds at the ready, but with the strange weather we've been having, I'm not sure when to put out seeds. There are also plants I've propagated inside which I plan to put out as soon as the danger of frost passes, but I wonder when this will be, too?

If you get the chance head over to the winter sowing forum. The last frost date for this area is April 19th or so, but that doesn't guarantee we won't cold temps late in April or for that matter early May. Last May was a total washout,remember? Usual safe date for outdoor planting is Mothers day, or even later. Hope that helps you some.
