I'm not sure what you mean by wondering whether or not it made it through the winter. Does it have leaves on it now? (It's an evergreen.) If if does not have any leaves on it, this is not a good sign. Lavender is perfectly hardy in the metro/ny/nj area as long as you remember certain things about it's particular needs. I suggest the following conditions for lavender.

.) A very loose soil--one with a lot of course sand added to it and with excellent drainage.--They HATE cold wet feet.

.) Raised beds are ideal for lavender (any many of the Mediterranean herbs--including locally hardy varieties of Rosemary)

.) Lavenders prefer alkaline soils (not acid) that are not too fertile.

.) They need full day sun (a southern exposure next to your house is ideal if attainable)

.) Having said this, these plants really thrive on what I call benign neglect. They don't need to be pampered and excel in hot and arid conditions long after other plants have bit the dust. (They should look great also in cold and arid conditions.)
